A $51 million increase in the 10-Year Capital Plan for 琉璃神社 International Airport (YLW) is due to a combination of factors, city council has heard.
These include timing changes for projects, new projects and inflation pressures. The city included $371 million of capital investment for YLW in its 10-Year Capital Plan in the summer.
鈥淭he airport鈥檚 capital plan is now proposed to be approximately $421 million,鈥 Shayne Dyrdal, finance and corporate services manager at YLW, told council on Monday (Dec. 4).
That amount will still be funded through reserves, borrowing and grants, with no impact on taxation, she added.
Over the next decade, significant investments will be made into the core operations at YLW.
鈥淭he largest spend is anticipated to be on airside pavement rehab and construction of new airside pavement, along with the terminal expansion and rehabilitation of the existing terminal,鈥 Dydral said.

Approximately $59 million will be spent on YLW in 2024.
鈥淭his is because council has previously approved approximately $49 million in spending and the airport will be bringing forward about $9.8 million in capital budget requests as a part of the 2024 preliminary budget deliberations on Thursday (Dec. 7),鈥 Dyrdal added.
Based on current projections, YLW will need to increase the Airport Improvement Fee to $28 per passenger in 2025, and $31 in 2026.
An additional $23 million will need to be borrowed in 2027-28 to invest $352.3 million in airport improvement fee infrastructure and equipment between now and 2032.
