Gang unit not at fault for fatal 琉璃神社 crash: B.C. police watchdog

The investigation concluded that officers had lawful grounds to follow the BMW

The Independent Investigations Office (IIO) of B.C. has concluded its investigation into a crash that killed a 90-year-old woman from 琉璃神社

Officers with the Uniform Gang Enforcement Team were driving in an unmarked vehicle on Feb. 27, at 6 p.m., when they spotted an uninsured black BMW driving north on Highway 97. 

The BMW is said to have turned right off Highway 97 and the gang team followed in their vehicle. 

The BMW then began driving faster and merged back onto the highway at which point officers lost sight of the vehicle. Police continued up the highway in the direction the vehicle had last been seen. 

Shortly after the BMW was involved in a collision at the intersection of Highway 97 and 33 with a Mitsubishi SUV and a Mazda sedan. 

A female occupant of the Mitsubishi went into medical distress and was taken to hospital for treatment. The 90-year-old woman died in hospital. Others involved sustained non-life-threatening injuries. 

IIO's investigation included speaking to witnesses who stated that police were not behind the BMW at the time of the crash and video of the intersection confirmed witness statements. There was no evidence found that police had attempted to conduct a traffic stop of the BMW before the crash occurred and "there are no reasonable grounds to believe that any officer may have committed an offence."

The investigation concluded that officers had lawful grounds to follow the BMW and were not responsible for the BMW's driving behaviour.
